John, all you can do is add more filters to OE so it does not even download unwanted e-mail or, better yet, deletes it from server. In OE click TOOLS>Message Rules>MAIL and enter some key words that might be present in the subject line of an offensive spam.

Refusing to accept e-mail from the sender doesn't help much because these people change e-mail addresses.

For myself, I have a public yahoo e-mail address that attracts spam [which Yahoo tries to put in a bulk mail folder]. Then I have a private address.

Sometime the best solution is to change e-mail addresses and be very cautious about whom you give it to, but have another one for public use.

There are some spam killer programs, but I have not tried any.

I've never tried any of the anti-spam programs either because I have read they aren't very effective. Here are a few things you can do.

You can get an anti spam program like Mailwasher that allows you to view the messages on the remote server and delete or bounce them before you download them.
