Judgement is something this Bush administration is completely incapable of. Intelligence about Mohammed's activities led in part to the orange alert that lasted most of February,* counterterrorism officials said.* story.news.yahoo.com A terror alert that lasts a full month, what an incredible waste of time and expense. We have a governor in California that practically shut 2 bridges down on a weekend once over these terror alerts, and he was raked over the coals for it. This is just bad judgement.
