That would not be that difficult. How does the US know the actual origin of every ship that shows up in NY harbor anyway? From a piece of paper? That's easy to fake. From satellite photos? I doubt they track every freighter on the world's oceans at NRO. And if they did, it could leave some innocuous port. All it needs is a container with a bomb in it. You think the US knows what's in every container in every ship coming into US waters? We've already admitted we don't.
