That is the great fear. That is why IN THE BEGINNING only PROPERTY OWNERS were allowed to vote in USA. Heck, in my YOUTH we paid a POLL TAX. Keeps the riff raff out that make no contribution but only demand services. This talk SOUNDS unAmerican but truth is for first 200 years or so that WAS American. Right here in Boca, we have some public beaches but the NICE beaches require you to either buy an annual pass (which only residents can) or pay $10 a car to enter. Needless to say, very few undesirables wish to pay the cost. What is that any different then having some basic requirement to vote? jdn
