Yes. I think it was Jacques Chirac, the French Fuhrer who said that Turkey shall not be member of the European Union - simply because it is no European Country (which is true, 95% of its territory is situated in Asia). An inclusion would also have meant that the EU shared a border with Iraq and this is perhaps not a pleasant thing.
In the past years there hase been some hype about a possible inclusion of Turkey into the EU driven by Germany.

Now the rejection of a US base by the Turkeys could be driven by the idea to please Europe (or some part of it).
