You see: For Gemany the inclusion of Turkey into the EU would be a boon; then a big reason for Turks coming to Germany would fall apart; in addition, if the economic situation in Turkey improved it would be much more stable and no one would be forced to be a foreign worker some 2000 miles away from his home and family. That german, partly "leftist" standpoint has its grounds.

French then, is a traditional host for arabs but not turks; perhaps there are unknown particular interests.
I believe that the Turks have made a good decision; at least the outcome is much more honest compared to the bought decisions in some less reliable Eastern Bloc countries (a la Romania, Bulgaria) - in re. support for a war with iraq.

Then there are historic dimensions. THe osman empire once included the southeastern countries; as a result of the deep hatred of the turks (in bulgaria turks have long been discriminated) those 2 countries easily voted against the EU opinion.

One could expect that the core EU countries (Germany, Italy, France) will be reluctant to sign off financial aid to those EU newcomers - if they are invited to join at all.
