Why should the break go to those who aren't paying as much in dollars or percentage terms as the higher brackets? It is the soaking of the upper brackets by Clinton that has exacerbated the revenue fall off. I bet that if you did a study, you'd find that the bulk of the revenue hit comes from the shrinking incomes of the upper brackets, and not nearly as much from the lower groups.
