<<....India/China/Vietnam don't give their students a second chance....>> I am not sure about India but Communist China/Vietnam do strongly help/urge their workers/cadres to take night classes for GE or college degrees. Especially after these parties took the control of the country, they mostly put stupid/il-educated workers/farmers as local government/company bosses. Well, I guess the quality of these education is in doubt!! Recently with better economy and with the Confucius spirits I think they have more qualified workers/students than the available jobs/colleges.
