I guess Not in compliance can mean many things. To me it means "I Think" he has pursued nuclear weapons kept bio and chemical weapons and imported fringe like items such as the rockets we now know of. The hard part for me to accept is that his hands are clean yet many of us are concerned about the use of such weapons should our forces invade. I also find it difficult to accept that its all about his oil because had we wanted his oil fields we would have taken them 12 years ago. It wouldn't have been too hard. People also talk about an increase in terrorism if we attack yet some believe Saddam has no hand in that in a global level. The arguments just seem to contradict each other in many cases.
