In the era of high tax rates there were also many tax shelters. The rich bought things like cattle ranches and wrote it all off. Lots of tax loop-holes. Nobody ever paid anywhere near those top rates in actuality. They still don't. The rich take advantage of every write-off. The average Joe cannot. That's why many rich people pay less taxes than your average factory worker. Not fair but that's reality until someone changes it. The rich did not need a Bush tax cut. Many of them didn't even want it, including Bill Gates and Warren Buffett. It's very bad the economy and sends the treasury right into deficits.
