We were talking about the 70's tax shelters. There were many big ones available. In the 80's, Reagan lowered taxes and tax shelters were therefore less important and then illegal. But Reagan was no protector of the Treasury. He was the one who signed the Garnes-St Germaine Act which caused the S+L debacle. Deregulation = no regulation and cheaters everywhere. And Reagan left us with a debt second only to the one GW is leaving us now.
