Re Bulgaria and Turkish flyovers
Turkey has been a willing partner until we started talking about having more than a few 1000 troops there
We have flyover rights at least in support of operations in the no-fly zones
Bulgaria has offered the use of one airfield on the Black Sea which would be just N of Turkey
About all I know is what is shown in referenced URL s on the Web, plus some maps
Per the following Turkey has been very accommodating
pbs.org
And some more about supporters:

csmonitor.com
alertnet.org

Bulgaria has offered the U.S. the use of a Black Sea air base
for any war in Iraq and has sanctioned the dispatch of 150
troops to near Iraq to tackle non-conventional warfare
threats.
