Because they've had 12 years of chances and they know if they do, they're toast.... I'm not so sure they know that, and I'm unwilling to risk American lives on that premise. Iraq routinely fires on aircraft in the no-fly zones. The story of the Stark (and the Vincennes) is here: eightiesclub.tripod.com Note that the Vincennes fired on the Iranian airliner a little more than a year AFTER the Stark was hit and following a clash with Iranian gunboats. If you were the captain of the Vincennes, what would YOU have done? In the end, the UN declined to condemn the actions of the Vincennes.
