Another purpose of keeping Saddam in power was that he could be used as a bogeyman to justify high defense spending for the forseeable future. Especially, with the Cold War coming to the close, I'm sure the military/industrial complex was phreaking out over the prospect of seeing their budgets trimed as our arch enemy the Soviet Union was disappearing. Saddam was a convient foe.
