Clark, Yes, when all fears are raised retroactively it looks bad indeed.
Some must be ass covering, some true fears, but not enough strength in them to make it through the beurocrats.
Still, some real holes are being found. They obviously need to get a better system.
trouble is, with too many systems too many quibbles would mean nothing would ever fly.
