I think you are mistaken about your claims concerning the Cato Institute. They don't sound like any Republican think tank to me. Where did you get your information? And did you bother to read the link I provided? I doubt one person bothered to on this thread. When you read you'll see there is a very civil liberty slant to it which is hardly a Republican trait. Here's the link again to the Cato Institute study.
