Clinton was President. It's not so important who was in place, as to who was responsible. There is ample evidence that the bombing of the Trade Center was allowed by Bush 1, just as the destruction of the trade center was allowed by Bush 2. They may not have known the exact details of the pending attacks, but they knew that there was something coming that they could take adavantage of. TP
