Okay, that makes sense. It does not necessary place the blame at Saddam's feet. I recall there was several days of wondering in the Bush 1 White House as to how to respond to the takeover of Kuwait and it was the choice of the same people involved now to both go for military options and to use it as a pretext to build bases.

The decision to leave Saddam in place also makes sense in this context. If Saddam were deposed at that time, then Saudi Arabia would have requested that the Amercian troops leave. The decision to avoid Saddam and leave the Kurds out to twist in the wind cost Bush 1 a lot of support. It seemed like a big blunder unless keeping the troops in place was the ultimate goal.
