My concern is if we wait another 12 years will Saddam have the capability of launching a nuclear weapon.

He's gone from a piss poor nuclear program to none at all in the last dozen years. It is claims like this that provide the important clues as to whether the leadership is telling you real concerns and problems, or just providing a snowjob to cover their real intentions. There is no reason to think that Iraq is any closer to a bomb than Camaroon, and plenty of evidence to indicate that he is far less likely to have such a program now than at anytime in the past.
