Yes, lots of improvements since that, lately even USA has been pushing Turkey into the European Union, clearly even to abolish capital punishment.(just becasue of those Kurds, the rest of the minority right reforms will take some time to even reach the level of Saddam's) But in general, as well as with generals, Turkey is doing fairly well, day by day and election by election, reform by reform (except for the economy, those wars and earth quakes and maybe more to come)
