Don't be too surprised. first the nation is being inspired by preemptive war. Now its preemptive arrests to prevent a disturbance. Soon individuals will use the concept as a defense during murder trials. Your honor i shot the guy because he looked like he might have a gun and I thought he might want to use it on me. Some moral leadership huh?
