You are absolutely correct. Perhaps my point was not clearly made. Let me clarify.

Context is determinative with respect to 1441's language. The meaning of the term "serious consequences" envisioned by the French does not stand up to scrutiny. No one can seriously claim that a regime of additional inspections, after Saddam made a mockery of them, is a "serious consequence." This absurd meaning is the definition that the French and their minions would like to see. It is not the meaning which was intended--the context proves it.
