This was laid out in the articles at the time, plus Woodward covered it in "Bush at War."

Tenet Told the "War Cabinet" that he had "boots on the ground" in Afghanistan, and that we could move with special forces. Bush went with this when Franks wanted 50,000 troops and 6 months. We didn't need no "Stinking Badges" from the UN because we knew Al Qaeda had done 911 and the Taliban refused to turn them over. Slam dunk.
