The “Pax Americana” characterization is a strawman to the same extent that the “World Government” issue is. It is largely a question of definitions and semantics, but I would have to say that it is difficult to read some of the words floating around these days without concluding that the “Pax Americana” vision is alive and well in some circles.

It might possibly be more effective to frame the discussion otherwise. I think it’s generally agreed, by all but the most extreme, that some sort of worldwide framework for conflict resolution is necessary. The points of disagreement involve the characteristics of the framework, the method by which it could operate, its scope of authority, and the means by which its decisions can be enforced. There is also the question, a quite active one these days, of whether it is possible for such a framework to be dominated by one nation and still maintain any sort of authority beyond that imposed by that nation’s unilateral use of military force.

I have considered writing something on the subject, which in my own mind I refer to as a “multilateralist manifesto”. I’m not sure the product is worth the effort: I’m a bit of a mercenary and it scarcely seems the sort of thing anybody’s likely to pay for. I may do it just to clarify my own opinions for myself: I like to know what I think and why, and it’s easier to find the holes in your own reasoning if you write everything down.

We’ll see.
