Reagan raised the SS tax in '83 so it would run surpluses to prepare for the coming retirement of the boomers.

What would you have the government do with that $1 trillion in SS taxes that have accumulated since then?

We have a $6 trillion debt. Would you have us sit on $1 trillion in cash and borrow another trillion? That would make no sense. Take a trillion out of the economy and sit on it? Borrow an extra trillion from outside sources and make capital more scarce?

The only reasonable thing to do is invest that money by loaning it to ourselves, or someone else had we ever been out of debt.
