You're right-- it's like skipping the Double Dare and going right for the Double Dog Dare. (ok- you have to be a big fan of "The Christmas Story" to get that one).
That actually was my analogy when Bush informed the UN early on he wanted their approval but it wouldn't really matter since we were attacking anyway, when a little pretense at caring and respect, whatever he intended privately from the getgo, might have helped- (might). He went right for the old Double Dog Dare.
