Well now...I guess occupying the country with an American military governor in place for the next several years will make that all better instead. I am glad you came around. LOL It may be "LOL" to you but I find nothing funny about it. It IS a difficult problem -- but the president has [properly, I believe] made a choice that we are better off with a short term threat of increased terrorism rather than creating a systemic long-term threat, as what you are suggesting would do. There will be no "American military governor". We will see, from the outset, a more suitable (to the Iraqis) arrangement.
