Cho - the key is "deadline" -

i.e. - there has to be a fixed date by which certain criteria are met - destruction of the El Samoods, verification of the destruction of VX and Anthrax etc.

Yes, you are right - the wording is going to have to be somewhat vague in order to garner full support (just as 1441 was vague "serious consequences". And come the deadline there will still be a difference of opinions - Saddam will see to that.

But what it does is to pave the way for those in opposition to abstain. Because at that point they will have 1) gotten GWB to bend on his "war with or without you" 2) France et al will have shown that they are not irrelevant. and 3) there will be no doubt that Saddam knows what will happen when (as defined by the UN).

Yes, this is more window dressing than substance but such is the nature of politics and diplomacy. Appearances do matter.
