That doesn't answer my question. Are you saying Saddam would lie about the missiles, but not about torture?

By the way, torture of that kind is routine in countries which are our allies. Just to take one example at random, we sent the CIA to Iran during the Shah years to teach his secret police torture techniques that we had learned from Nazi mauals confiscated after WWII. It is preposterous to claim that we are planning to invade Iraq because of torture.
