The most serious difference is whether there is any option at all short of war which would satisfy the "disarmament" demand. Junior and his team appear to hold the U.N. as a mere sideshow to distract the reporters until the attack begins. It is just the endgame that is in dispute. It is the goals that are in dispute, the U.N. goal appears to agree with the stated goals, preventing Iraq from being a threat to the international community. Junior's goal appears to be to seize the oil fields, otherwise he would seriously entertain options, not just snear at them.
