What about the Governor of IL? He made it clear in his EXCELLENT speech that HE was unclear on the subject as well. I thought (and said so in this forum) at the time that the governor showed courage, leadership, and did what he thought was proper; I have a difficult time faulting an honest man for that. However, the blanket commutation was unfair to the victims' families. It is hard, when you lose a family member to a criminal, to see that individual walk without paying for the crime.
