Well there is one idea about clinton's conduct that helped the economy. Mr. bill acted in way that got him in perpetual defensive mode and thus had no time to do anything. Thus business adopted over time to a status quo of expensive cost of doing business rules in a static environment When something is fixed, the most efficient work around's go into place and over time the negative effects are compensated for. I'd say the nineties were the Ken Starr economy. These negatives however were minor in comparison to the continuous productivity gains caused by ever advancing technology.
