Ted, it seems such a move is long overdue. 37,000 U.S. ground troops is almost an anachronism these days, considering they won't amount to much against a million-man DPRK army. But South Korea has mandatory military service for all young men, so there isn't a shortage of manpower on the ground.

Rummy seems to be focusing more on American air power in the region, which is a good choice in my opinion.

Finally, Rumsfield and I agree......of course, his latest position on NK makes his position re Iraq a bit strange but why quibble

I'm not sure how Bush could make it more obvious.

He is saying, diplomatically, in the loudest possible way, "SOUTH KOREA? CHINA? YOU GUYS LISTEN UP! North Korea is as much YOUR problem as it is OURS."

In my view, this is precisely the right move.

Moving troops out of Old Europe and into New Europe is the next sensible move.
