Th reason given is two fold. One is that Mexico ha a strange system for paying it vendors for doing that kind of work and secondly, the 'regime' that ordered the work is now longer in place and so the new boys want full documentation. There is no evidence that shouldn't be paid in full once the paperwork has been completed. Or, so they say.

I don't see debt being an issue unless HOFF goes and stay cashflow negative. They have only a $100m or so and aas fo 3Q the average cost was around 4.75%. That is not a big ticket and they paid down about $20mm of it earlier last year.
