No. Perhaps the oil fields will resort to civillian Iraqi control once a new government is installed. But, from what I've read, the U.S. is going to encourage the Iraqis to privatize their state-owned oil infrastructure. And, guess who'll be first in line if/when Iraq's oil falls into private hands? U.S. oil companies. In any case, any "new" Iraqi government will probably be a U.S. client-regime (aka Puppet) and will gladly comply with our demands to take over their oil supplies/infrastructure. Of course, we'll pay them for it. But, that arrangement is much better for U.S. oil companies than just buying the oil from Iraq. It cuts out the middle man for the most part. Royalty payments will be much less than buying the oil on the open market.
