I refer you to Winston Churchill's excellent treatise, "The Gathering Storm", in which he points out that in the mid-20s the German army was limited to 100,000 troops and to "grow" this into what they eventually evolved into required starting a generation before Hitler. Further, they had NO air force, yet were able to create a powerful air force in a few years. This didn't "just happen".

Again, according to Churchill. Perhaps he didn't know what he was talking about, though.

I assume you'll find him to be sufficiently authoritative.
