Reliance, Tatas reject cell firms' WLL definition

NEW DELHI: Reliance and Tatas on Friday declined to accept cellular operators’ definition of WLL-M (mobile wireless in local loop) that would have restricted the scope of the service and brought it in line with the way state-owned telecom company, BSNL, offers it throughout the country.

The definition was given by cellular firms to basic phone operators at last Monday’s meeting of the telecom group, set up by communications minister Arun Shourie to resolve the WLL-M dispute between the two groups.

In effect, Friday’s Mumbai meeting of telecom chiefs failed to resolve the issue, although sources close to the peace talks said the group will meet on March 13, as scheduled.

Friday’s intermediary meeting, minus government officials who form the telecom group, included Mukesh Ambani (Reliance) Sunil Mittal (Bharti), Rajeev Chandrasekhar (BPL) and S Ramakrishnan (Tatas). ‘‘Reliance has not changed its stand and believes that licence conditions of basic operators allows them to offer multiple registration service as well as SMS,’’ said an industry source.

‘‘The parties involved may not say it immediately, but the group can wind up as far as WLL-M issue is concerned, which happens to be the number one item on the agenda. It is a different matter, if the group takes up other issues of concern to the two sides, like interconnect and specturm, and continues to exist,’’ he added. Cellular firms oppose a government policy that allows fixed line companies to provide WLL-M.
