I think you are mixing things, it was Straw who had some problems explaining how he already had read the 165 pages of Blix. UN has been smart in some instances, for example the investigation about massmurders in Kosovo, the pictures were "marked" with a personal serial number so that any leaks could be backtracked. Not to forget when UN "baited" some UNSCOM documents with false information and it turned up in both Israel and USA in just a couple of days. UNSCOM changed to UNMOVIC when the abuse continued.
