GOPwingers were dogging him on Monica. Clinton was no prize. However, he did keep American economy sound (remember what it was like when he got in office), he kept America's allies intact and, aside from prompting NATO action in the Balkans, Rwanda and some other skirmishes, things were pretty peaceful (especially for Americans, very few died). One could reasonably argue that had the GOPwingers not dogged Clinton on the Whitewater Report (a report where Whitewater was mentioned not even a dozen times), that he would have had more time to devote into other areas. Are you better off today than you were three years ago?
