my personal view, is that aggression will not happen. I try to look at the issue in the context of "capability + intent". If this report is true, the capability is being enhanced, there is no indication on increase/decrease of intent. As an analogy, for many years, India and Pakistan have been nuclear weapons capable. That capability, probably more than anything else, has helped them scale down Intent (despite the loud noises politicians on both sides make).
