"terrorist" or
"soldier of a nation the U.S. waged war on" or
"crooks, and their supporters" ???????

You just toss these phrases around loosely. They each have a different meaning, a specific meaning. And they each have a separate body of law, and international treaties, and U.S. domestic law, that apply, depending on what label you choose. But you only get to pick one. And then see if you can defend your choice.
