The panel concluded that "Our policy has always favored stability over democracy". Sounds like the panel was loaded up with "State" and "CIA" types. That is the outcome they prefer. They never wanted a regime change, preferring Saddam and stability. The Neocons say that we cannot go on with this charade of dealing with the ME as a gas station run by despots, and we must risk Democracy. Looks like the Neocons are on top at the moment, but nothing done by Government is ever clear cut. That's the nature of the beast.
