Chris, No, I beg to differ. If the USA had not stopped him from keeping Kuwait he would now have taken many more contries.
None of them had 15% of his military resources, and all together they hade about 50%, but they would never act together.

Anyway, pressure is correct and in time invasion if Saddam fails to perform, with or without the UN. The USA will almost certainly get a vote to invade, but it may be vetoed by USSR/China.
