Might be better to move the parliament around instead of setting it permanently on the coast of Oaxaca or the highlands of Chiapas, though they would be both good places ...... County Cork one season, south island of New Zealand the next, then Andorra, after that Kamloops

But keep it out of commercial or political capitals, and keep the UN-style glitz out of it ... representatives are sent there to work, not screw around living the high life ... no five-star hotels, and give em hard chairs to sit on ... this has been one of the problems of the UN, that it becomes a culture to itself and strays from being the efficient process it should ... actually much can be done electronically now, the UD could just start up threads on SI or iHub on each specific topic, and discuss stuff there

When the independent democracies 'just shut up and watch', as some would have us do, we set up a situation under which flourish the dictator and gorilla contingents .... it's just too small a planet now for isolation anywhere, with modern communications and transport, it has been for a long time ... we're not mice, we cannot run and hide, we have a clear choice between a life of being yes-men to the Diktat du jour of the gorilla, or working step by step toward effective cooperation ... i sure would prefer the latter
