To compare just two examples there - the population of Gibraltar is vehemently opposed to being handed over to Spain, while at Guantánamo there is no population, nothing but military occupation forces, of a nation avowedly hostile to that of the locals .... no benefit whatsoever comes to cubanos for the loss of their port, there are steel fences surrounding the place, machine guns set up all over ... and the two thousands dollars is such a pathetic pretense of 'rent', they don't even cash the annual cheques

Just one more reason that hands Castro justification in his playing up of fear of the US ... a very reasonable fear in many respects, when you look at the history here .... for every action, there is a reaction, if only for some time in the minds of the acted-upon, and effecting action later

Which is why the war on Iraq is not the big deal ... more significant is what comes after, the occupation

Which is another fine reason to act multilaterally, to share responsibility for actions like military occupations
