1) Yes, regarding the Indian issue, gambling helped a few but not the many. Pretty much over the past century or more, they didn't fare very well at all. Did they? I don't think they got the economic opportunity they were promised. In fact, they never got much of anything as the US repeatedly violated its own treaties with them.
