Do you think Powell would admit that the U.S. had only a weak chance of getting 9 or 10 Security Council votes? And what sort of "pursuasion" is the U.S. using in order to gain votes? If it is money, as in the case of Turkey, the countries would be well advised to get a commitment in writing. At this point, I'd trust the Bushies about as far as I can throw a brick house.
