Precisely. That's why police officers and bailiffs carry guns and handcuffs, judges wear guns under their robes, and the US has aircraft carriers and nuclear submarines. Human beings don't like being told to do something they don't want to do. It makes them dangerous.

If Castro had a nuclear submarine or two, he might be dangerous as well, to someone other than poets and philosophers and priests.
