The worsening economy is only one issue that may affect the 2004 election outcome. While I agree that the Republicans are vulnerable on the economy issue, as well as failures to improve health care (so far) and education, campaign money remains a big and growing factor that will help Republicans over Democrats. This is because Republicans still get tremendous sums from corporations or members of corporations, and they get more from these sources than the Democrats can get from their sources. In particular, the elimination of soft money in the campaign finance reform law actually helps Republicans more than Democrats.

So, while I agree that the failing economy will turn some voters against Bush, I would also point out that money generally matters more than issues when it comes time to vote.
