Coal is a 'new' industry???? LOL!!!!!

If it's so much more efficient to locate power plants right on top of the coal fields (as many have proposed doing in the Power River Valley) than it should make good economic sense in a free market... and not require taxpayer-paid handouts.

I can see a federal role for increasing the robustness of, and the interconnections between, our electrical power grids... which would likely be necessary to enable such a scheme to work (many coal fields being far from the ultimate consumers of electrical power).

...But please don't try to tell me that coal is a 'new industry'. Coal was the first leap up the energy pyramid that moved humans away from wood as an energy source. It is not 'new'.
